End-to-end test for apache/maven-doxia-sitetools#732, as asked in its review: with `-Dmaven.doxiaSitetools.defaultLocale=de`, the site renders German at the root (`lang="de"`, German skin labels, no `de/` subdirectory). The IT project is Pierre Baumard's from #1234. The POM points at Doxia Sitetools 2.2.0-SNAPSHOT, so CI stays red until #732 is merged and its snapshot is deployed; the version moves to 2.2.0 after the release.
