Backport of #13845 to `maven-4.0.x`. Cherry-pick of 6b3dfaee5e3e4cff70fd7cd04aaeddad2075ebcc applied cleanly. **Changes:** - Extract `bytesPerSecond()` helper into `AbstractMavenTransferListener` to compute transfer rates using fractional seconds (avoids divide-by-zero for sub-second transfers) - Fix `Slf4jMavenTransferListener` to use the shared helper and `formatRate()` instead of `duration.toSeconds()` which truncates to 0 for transfers < 1s, producing absurd rates like 9223372037 GB/s - Use `Locale.ROOT` in `FileSizeFormat.formatRate()` so rates are formatted consistently regardless of the JVM locale - Add unit tests for rate calculation, locale-independent formatting, and the Slf4j listener -- This is an automated message from the Apache Git Service.
