added IdeDependency.isJavaApi() based on java.* / javax.* groupIds
changed EclipseClassPathWriter to write javaApi dependency prior to classpath 
container.

TODO : maybe some better discovery mecanism could also include 
"geronimo-specs-*" and equivalent jars by opening the dependency .jar and 
looking for java.*/javax.* packages, but this would slow the plugin.
