I get compile errors when I try to build your project; I'm unable to run its 
tests: "Procurador.java:[6,24] package javax.persistence does not exist"

With that said, I surmise that you may have some luck if you try 
"useSystemClassLoader=false", as described in this wiki article: 
http://docs.codehaus.org/display/MAVENUSER/Classloading+and+Forking+under+Maven+Surefire
