Regression or not, this is only a point release.  In a distributed development 
team, one cannot rely on all programmers having exactly the same environment.  
Issues like this lead to the idea that Maven is "opinionated" software, and 
strike at its stability/validity in enterprise projects.  We must hammer out 
these inconsistencies to allow Maven builds to become fully reproducible.
