Just came across an issue (MJAVADOC-251) where the order in which plugin
configuration was injected into a mojo was crucial. While plugins should not
rely on any particular ordering, the plugin descriptor should at least provide
a stable ordering so that any order related effects can be observed
independently of the JVM.
