currently, if a source file is not modified (apt, xdoc, or any other format),
the target HTML page is not generated.
But when site.xml is modified (or one of the parent site.xml), HTML pages
should be regenerated even if sources are not modified. We actually need to
"mvn clean" to get these pages generated again...
