This was originally reported as https://issues.sonatype.org/browse/TYCHO-404
but will affect other build lifecycle participants as well. In short,
ReactorArtifactRepository is setup too late during build bootstrap and
AbstractMavenLifecycleParticipant#afterProjectsRead are not able to resolve
inter-module dependencies as a result. I will commit trivial patch shortly.
