Please provide a new mojo goal which can be used to set all dependency scopes
to a particular setting. This would make it painless for users to create
"skinny" WARs, among other things. The mojo should offer a configuration
setting for what scope to move to; also it should provide a way to optionally
not clobber existing defined scopes. Finally, a skip option would be pleasant.
