I have a parent project with attached site descriptor which is supposed to be
inherited by child projects. However, a menu ref like {{<menu ref="modules"
inherit="bottom"/>}} gets removed by the site:attach-descriptor because the
project itself does not have any modules. This evidently screws up the site
inheritance.
