Instead of making a plain text version for the changes-report goal, I opted to
make the announcement-generate goal more configurable. That way you can also
include issues from JIRA.
Fixed in [r1054308|http://svn.apache.org/viewvc?view=revision&revision=1054308].
New 2.4-SNAPSHOT deployed for those who want to test drive this. See the
example in the docs on how to use it.
