I just checked one other aspect. If I remove the <relativePath> from the child, 
it still exhibits this behavior. This really seems chaotic to me due to its 
effect on independently released, poms. Consider the global ASF POM. No one 
wants to be building site URLs that assume any relationship to its site; it 
should have a site that documents it that is disconnected from any sites of 
projects that use it as a parent.
