the scp wagon (and potentially others, although this improvement is scp
specific) should allow for a tilde in the path so the user doesn't need to
specify a full path to the destination directory.
i am publishing to a web hosting provider and if they migrate my home directory
to another machine, the path may change which would result in failed site
deployments. if a tilde were used, it would guarantee the destination directory
is always under my home dir.
