Ant had an issue with the package-info.java files and solved it by creating
empty class files if the javac compiler failed to do so. This is (now) optional
behaviour.

It points out that JDK 7 javac has the option -Xpkginfo:always
The difference with Ant is that it does not recompile everything just because a
single p-i file is out of date.
That's an optimisation that Maven could easily implement.
