The ids for all repositories just have to be the same, the id does not have to 
be "central", that's just what I happen to have. The -llr option forces Maven 
to use the SimpleLocalRepositoryManager as opposed to the default 
EnhancedLocalRepositoryManager which employs the _remote.repositories tracking 
file. In this case I would say that using the enhanced implementation helped 
find a configuration error though it would be more helpful to show users where 
the misconfiguration is.
