Hi,
I've just created this pull request: https://github.com/apache/maven/pull/33
in order to add a qualityManagement element into the Project Object Model.
If accepted, I'll add a patch on the SVN maven-project-info-reports-plugin
trunk (target 2.8?) in order to add a new Quality Management report.
