It would also be nice for the ReviewBot to catch this and report on the mixing,
to catch the problem early when the submitter is not using the commit hook.
Or should we just automate splitting the patch into multiple changelists at
commit-time? Then patch submitters wouldn't even have to worry about splitting
up their reviews.
