Summary: Slave should forward total amount of oversubscribed
resources to the master

In addition to the unallocated oversubscribed resources, the slave should also
send the oversubscribed resources that are already allocated.
This is needed by the master/allocator to accurately calculate the available
oversubscribed resources to offer.
