Description:
Given a Docker image name and URI, fetches the image's dependent layers,
untarring if necessary. It will also parse the image layers' configuration json
and place the layers and image into persistent store.
Done when a Docker image can be successfully stored and retrieved using 'put'
and 'get' methods.
