Refrence openstack, them have 
/usr/lib/python2.7/dist-packages/openstack/__init__.py under [common 
module|http://packages.ubuntu.com/zh-cn/precise/amd64/python-openstack-common/filelist],
 and other [sub 
module|http://packages.ubuntu.com/zh-cn/precise/amd64/python-openstack-compute/filelist]
 don't contains this.
