[~tnachen] There is already {{--provisioners}} and for AppC the code in review
has {{--appc_backend}}. In a unified scenario the backend can be specified via
{{--provisioner_backend}} and we need to figure out compatibility between the
two flags. It looks like in most cases whatever backend AppC can use should
also be Docker compatible.
Is this what the ticket is intended to track?
