Tasks in RUNNING is Marathon issue.
I stopped Marathon, delete Framework in Mesos, deleted 
/marathon/state/framework:id from zookeeper, started  Marathon and  Marathon 
created new Framework and 10 new tasks but I don't see applications in Marathon
