Currently in {{UriDiskProfileAdaptor}}, it is invalid for a profile to have a
resource provider selector with 0 resource providers. However, one can put
non-existent provider types and names into the selector to achieve the same
effect, and this is semantically inconsistent. We should allow an empty list of
resource providers directly.
