CSI v0.2 introduces a new `STAGE_UNSTAGE_VOLUME` node capability. If a plugin
has this capability, SLRP needs to call `NodeStageVolume` before publishing a
volume, and call `NodeUnstageVolume` after unpublishing a volume.
