The only sorter that Mesos supports today is the DRF sorter. But, there are
cases when DRF sorting causes offer fragmentation when dealing with
non-revocable resources and multiple frameworks. One of the options to improve
this situation is to introduce a new random sorter instead of DRF sorter.
