We should add a unit test to verify that SLRP will refuse to recover if it
fails to publish a CSI volume with {{node_publish_required}} flag.
To write such a unit test, we'd like to expose SLRP's state before it
registers. Ideally, once we have MESOS-8745, we could use that in the unit test
to verify that the resource provider is indeed failed.
