According to documentation Windows containers have cpu-shares range as 1-10000
https://docs.microsoft.com/en-us/virtualization/windowscontainers/manage-containers/resource-controls#cpu-shares-without-hyper-v-isolation.
While Mesos map it as proportion of 1024.
