METRON-1113: UpdateControllerIntegrationTest fails with 500 error

This PR moves the MockHBaseTableProvider.addToCache call from @BeforeClass
methods to a static block in TestConfig. Now it is only called once before the
tests start. In my testing this resolved the 500 error I was seeing.
