Summary: Eliminate Javac Warnings in metron-interface

Eliminate all possible javac warnings in the metron-interface module. A lot of
the errors are complaining about not supplying a charset to certain methods. My
current though is to use `UTF-8` on classes that are unit tests. We will
probably need a better way to handle these warnings for non-test code.
