## Description In the Apache Incubator general vote for the release of 1.8.0-rc2 [an issue was raised](https://lists.apache.org/thread.html/r47d1223cd30a04bbbbee83b642b800d9865620abe87607951f6a1124%40%3Cgeneral.incubator.apache.org%3E) regarding the difficulty in auditing the license status of MXNet. Here are the main points: - Its hard to handle reviewing the licenses for the 3167 Unknown Licenses shown in the apache-rat summary - The rat-excludes file is quite large and not in an obvious location - Need to re-organize the rat-excludes file and add comments about why certain files and globs are included in the excludes. ### Tasks - Move rat-excludes file to top level directory next to LICENSE file for easier access (and update associated rat tests appropriately) - add comments for each item in rat-excludes that explains why its there (ie. manual license review needed because a,b,c...) ---------------------------------------------------------------- This is an automated message from the Apache Git Service.
