Supposedly the test should have been executed on https://github.com/apache/incubator-mxnet/blob/v1.8.x/ci/docker/Dockerfile.publish.test.centos7_cpu on v1.8/ https://github.com/apache/incubator-mxnet/blob/master/ci/docker/Dockerfile.publish.test.centos7 on master which does not have openblas installed.
