Great work here! I think we should also make it very clear what the user has to
do when they first get into the UI on a brand new secure flow. Providing the
"Initial Admin" gives that user access to get into the UI and to manage
users/groups/policies, but if that user wants to start modifying the flow, they
need to grant themselves policies for the root process group. We couldn't
automatically do this for the "Initial Admin" because in a new flow the UUID of
the root group is not permanent until the first change is made that writes out
the flow.xml.gz.
