[~joewitt] [~markap14] Does this mean that the processor was told to stop and 
all of its active threads completed. However, it's OnStopped lifecycle hook has 
not returned? What triggers the transition from STOPPING to STOPPED?

What is the expected behavior in this case? A component should only be editable 
(and restartable) when it is actually STOPPED?
