When a C2Agent issues a configuration update command, and the master encryption
key is set and the encryption is explicitly requested in the properties file,
it should persist the new flow configuration encrypted using said encryption
key.
Auxiliary the agent should be able to start without a configuration file, and
fetch the configuration based on the "nifi.c2.flow.url" value in the properties
file.
