Description: Instead of sharing the volatile prov repo between nifi and
stateless, we should add a minimal volatile impl to stateless. (was: In order
to share the volatile provenance repo between regular nifi and stateless nifi,
it would be helpful to separate the volatile implementation into a separate NAR
so that stateless does not have to depend on the full prov repo NAR.)
