This Jira captures the scope of work related to implementing a C2 server as a
reference implementation for Apache NiFi. It may/should have the same backend
capabilities (delegation, e.g.) but should use the C2 protocol rather than the
PullHttpChangeIngestor method, such as the MiNiFi "C2 Server" does now.
The MiNiFi "C2 Server" should be documented as Deprecated and should contain
link(s) to the README for the C2 Server reference implementation.
