Currently ParameterContext are pushed into the versioned flow, however prior to
1.16 when the parameter context is changed or the versioned PG is associated
with another parameter context, the flow wasn't marked as locally changed.
This is very annoying as many ones uses versioned templates which are reused
across many flows with different parameters.
