UPDATE: I've just installed ZK 3.9.2 at lab server with same OS and same JDK 11 
and it seems NiFi 2.0.0-M3 can connect it with TLS.

So it seems NiFi -M3 is not compatible with latest stable zookeeper 3.8.4 :(
