There was a regression introduced in NIFI-14031. There is a scenario where the
Process Group does not have any selected Parameter Context and the User lacks
permissions to one of the available Parameter Contexts. Under this condition,
there is a bug that prevents the generation of the Parameter Context options
that will be presented to the user in the edit form.
