The set-sensitive-properties-key and set-sensitive-properties-algorithm
commands include support for the historical fallback password from versions
where the nifi.sensitive.props.key property was not required. With changes for
NiFi 2 requiring this property on startup, the fallback password should be
removed from these commands and an exception should be thrown when attempting
to read an existing flow configuration without having the value set in
nifi.properties.
