Following the implementation of NIFI-14412 and NIFI-14413, the User Agent field
should be added to Flow Action definition for subsequent reporting.
The User Agent is an optional HTTP Request Header, and implementations of the
Flow Action Reporter, along with framework processing components, should not
depend on the value being set.
