Had a look at this in more detail, the actual behaviour of this seems
inconsistent on the current version (2.4.0). I'm seeing a behaviour where if
you enabled/disable processes on a freshly version process group, the changes
are not tracked. Once a miscellaneous change is made, this disabling/enabling
changes are then captured.
