Allow the user to optionally define the git registry sync frequency to allow
more flexibility when deploying a cluster. Currently the default value is 30
minutes. For example I have a large cluster with many flow controlled PGs and
would like to set the sync interval to be 1 day, while on my smaller clusters
30 minutes is fine.
