I don't have a strong opinion to be honest. Both options are very valid 
options. FlowFile attribute may be more natural as users are more used to 
inspecting flowfile attributes compared to switching the bulletin level. 
Besides... once the problematic message has been consumed, changing the 
bulletin level is not going to help much if that's just a single isolated 
message. So I could see both option being implemented but attributes is 
probably the most user friendly.
