# Summary [NIFI-14921](https://issues.apache.org/jira/browse/NIFI-14921) Decouples Apache ZooKeeper clustering components to a new `nifi-framework-zookeeper-nar` following the pattern of the `nifi-framework-kubernetes-nar`. The new ZooKeeper NAR contains the existing Leader Election Manager and State Provider implementations, requiring no changes to existing deployments and configuration properties. The refactored packaging maintains existing support for either Apache ZooKeeper or Kubernetes to implement clustering. Framework support for running an embedded ZooKeeper server previously required direct coupling through a custom ZooKeeper Server class. The refactored packaging approach implements the framework State Provider interface to wrap the embedded ZooKeeper Server, supporting abstraction and loading through the standard Extension Manager. This approach maintains runtime coupling to the `nifi-framework-zookeeper-nar` when using ZooKeeper as a client or embedded server, but avoids packaging ZooKeeper and Curator libraries directly in the `nifi-framework-nar`. Future efforts could be evaluated to promote cleaner decoupling or native clustering, but the current approach maintains existing support while providing better packaging.
