After further investigation it was site-to-site reporting task who couldn't be 
updated because was still "running". When disabled tasks and flows which were 
making use of those on version 2.6 and then upgraded to 2.7.1 cluster went up. 
It seems to be related with: [NIFI-15340] Key Password Property Migration fails 
on Management SSL Context Service - ASF Jira
Site-to-site task was causing the differences.
