When a node joins the cluster it first loads the flow from the coordinator and
then synchronizes assets with the coordinator. If a controller service
references an asset that wasn't present when the flow was loaded and is then
added during synchronization, the service is remaining invalid and never seeing
the presence of the asset, even though it is now there. This appears to have
started happening after the changes in [NIFI-15267
