When we verify a Controller Service, we can do so with overridden property
values. However, sometimes to verify a Configuration Step, we need to then
enable that Controller Service using those overridden values in order to verify
or invoke a ConnectorMethod on a Processor or other service. So we need the
ability to enable a Controller Service using overridden property values.
