Fix For: 1.0.0
OpenSSL 3.1.2 is FIPS 140-3 validated, while we only ship OpenSSL 3.0.9 FIPS
library at the moment which is FIPS 140-2 validated. We should ship the OpenSSL
FIPS library version 3.1.2 to support FIPS 140-3.
