Following the approval of NIP-39 to deprecate fine-grained authorization,
deprecation logging should be added to indicate the presence Access Policies
configured for individual components or Process Groups. The deprecation logging
should avoid triggering for the root Process Group, and should minimize the
amount of logging generated to warn primarily on application startup.
